Verblijfsvergunning
De afgelopen tien jaar heb ik iedere twee jaar een werkvergunning aan moeten vragen. Deze vergunning is altijd zonder problemen verleend. Wanneer je tien jaar in Zambia bent, kun je een residence permit aanvragen. Dit is een permanente verblijfsvergunning met een onbeperkte geldigheidsduur. Ik heb de aanvraag ingediend en binnen zeven weken is deze verblijfsvergunning toegekend. Dat is een reden om blij en dankbaar te zijn. Niet bij iedereen gaat dit zo snel en zonder aanvullende vragen. De vergunning moet opgehaald worden bij het immigratiekantoor in Lusaka. Ik was daar vorige week maandag om 9.30 uur. Door verkeersopstoppingen was ik er veel later dan verwacht. Er stond al een rij van vijftig mensen buiten te wachten. Bij navraag voor in de rij hoorde ik dat deze mensen al ruim twee uur in de rij stonden en nog niet binnen waren. Dat gaat het niet worden want ik heb een afspraak bij de tandarts om twaalf uur. Dit vraagt om een andere aanpak. De volgende dag was ik om 6.30 uur (ja, je leest het goed) bij het immigratiekantoor. Ik was nummer vijf in de rij. Je moet dan wel goed in de gaten houden dat je nummer vijf blijft want er komen mensen die gewoon proberen om vooraan in de rij aan te sluiten. Toen het kantoor om acht uur open ging was ik bij de eerste groep die naar binnen mocht en stond ik een half uur later weer buiten met mijn verblijfsvergunning. Je moet even wachten maar dan heb je ook wat.

e scholen volgen weer de normale lestijden dus wij hebben de lessen ook weer opgestart. Het zit nog niet echt in het systeem van de kinderen want ze komen niet allemaal. Dit proberen we te veranderen door er iedere keer op te hameren dat ze moeten komen. De schoolresultaten waren niet goed. Deze extra lessen hebben ze echt nodig.
We hebben zeven nieuwe kinderen. Het totale aantal is nu 68. Van deze zeven hebben er zes de leeftijd om naar school te gaan. Dit is helaas niet mogelijk. De scholen zitten overvol. De overheid heeft bepaald dat er geen schoolgeld meer betaald hoeft te worden. Dat is een goede zaak en heeft tot gevolg dat er meer kinderen naar school gaan. Alleen het aantal leerkrachten en gebouwen zijn hier niet op berekend. Er zitten nu vaak meer dan 100 kinderen in één klaslokaal met één leerkracht. Dit komt de kwaliteit van het onderwijs niet ten goede maar beter iets leren dan helemaal niets. De overheid heeft extra leerkrachten toegezegd maar die zijn er niet direct. Ieder district heeft een ontwikkelingsbudget gekregen en de regering hoopt dat dit geld o.a. wordt gebruikt om nieuwe klaslokalen te bouwen. Dat duurt wel even voordat dat gerealiseerd is. Niet alles kan tegelijk. De kinderen die niet naar school kunnen volgen bij ons de extra lessen om de achterstand niet teveel te laten oplopen.
We zitten nog steeds in de regentijd. Het heeft nog niet zoveel geregend als vorig seizoen maar we mogen niet klagen. Deze regen heeft ook gevolgen voor de weg. Bij terugkomst uit Lusaka merkte ik dat ik niet de gebruikelijke weg naar het voedingscentrum kon gebruiken. Een truck heeft geprobeerd om deze weg te gebruiken en is vast komen te zitten in de modder. Gelukkig was na een paar dagen de weg weer vrij.
